Well, to do things around the site you all have to be able to create threads :3 So heres how it works with threads and polls. You click the little icon, and then it shows with a "Post message" screen where you enter the title and then the 1st message of the thread.
I color coded it for you :3
Mark as read to mark threads as read (to make everything not say "New" in the little folder icon) you click this
Create thread creates a thread
Create poll in certain areas registered members are allowed to create polls, creation works the same as for threads
